Resolution:
The painted metal meter socket closing plate, catalog number RSG4, is used ONLY with Ringless type meter covers and would be installed in a meter position that is not in service(So Without a Utility Watt-Hour meter) to prevent unauthorized power diversion and damage to the meter socket.

The Lexan(Clear non-metallic) meter socket closing plate, catalog number 29007, is used with Ring or Ringless type meter covers and would be installed in a meter position that is not in service(So Without a Utility Watt-Hour meter) to prevent unauthorized power diversion and damage to the meter socket.
