Can an HVL/cc SEM mechanism close the switch if a continuous trip signal is on the trip circuit?

No. When a continuous trip signal is applied to the trip circuit, the switch will open and the anti-pump relay (K1) will pick up. A contact from the anti-pump relay in the close circuit prevents the switch from closing until the trip signal is removed.
Also, once the switch is opened, an ``a`` contact in series with the trip coil removes the continuous signal from the trip coil.
