How do you adjust a 9013GHG2J25 set 60 to 80 down to 70 from 80psi?

Always adjust the large spring first by turning CCW until cut-out goes from 80 psi to 70 psi. This should bring the increasing set point down to 70 psi and maintain the 20 psi differential.
