Yes.  You can go to the I/O - menu and if want to have logic input to be high when above 0hz which is a valid reference when have direction signal may want to set R2 to Frequency threshold attained ( FtA ).

When set logic output to this it is in a state of 1 (on or closed) if the motor frequency is greater than or equal to the frequency threshold set by the Ftd parameter in the SEt - menu
(You can set FTD to a value of 1 and therefore it will not indicate running unless have frequency greater than 0hz.)
