Can the fire pump disconnect be in the service entrance switchboard serving other loads?

No, NEC does not allow the fire pump disconnect to be located in distribution equipment serving other loads. Only outgoing lugs are permitted and these must be placed in their own section of the switchboard, ahead of any main disconnecting device. In addition, many utilities will not allow the fire pump lugs in the same section where the utility terminates. From these fire pump tap lugs, the installer would cable to a remote overcurrent device serving only the fire pump in keeping with the NEC Tap Rules.  Attached is a brief document on this topic
