Resolution:
For field installation, the labels must be installed by Schneider Electric Services, and witnessed by a UL field Engineer.  Very expensive.

Depending on the breaker, it may be possible to have the breakers returned to the factory to have new labels put on.  Breakers build outside the USA will not be relabeled at the factory.  Contact the customer care center (voice or email), and talk to the Advanced Circuit Breaker Support Group to determine if they can be relabeled at the factory.  If so, then the CCC can issue return tags to have this done with a "return and repair" code.
