Does a Micrologic circuit breaker with an LSIG trip unit require a neutral CT if it feeds just 3-wire downstream loads (no neutral)?

No, in this case the neutral would have no place to install and no function. For Masterpact and Powerpact breakers, you would just need to connect a jumper between T1 and T2 on the trip unit.
