Cause:
Sealed Resin Epoxy Encapsulated Transformers use a different wiring method than Ventilated or Non Ventilated or Control Transformers

Resolution:
Sealed Resin Epoxy Encapsulated Transformers are typically mounted on a wall or vertical surface and wired at the bottom. No lugs or screw terminals are required. Wiring is done by means of wire nuts, or split bolts and tape. The Primary and Secondary connections are flexible wires in the wiring compartment of the enclosure. The wires can be connected to the source and load, and are then pushed back up into the enclosure wiring compartment, and the bottom covers replaced.

The photo below shows an unmounted Sealed Resin Epoxy Encapsulated Transformer placed upside-down on a flat surface with one wiring cover removed. Note the available knockouts on the lower section of the enclosure on the front, back, sides, and bottom for conduit entry.
