The UTS3 test set does not trip the LX type breaker on the trip solenoid test but the breaker still trips for overcurrent tests; is the breaker bad?

The trip solenoid used on the LX and LE breaker has a greater range of power requirements than the UTS3.  Therefore, it is possible that the UTS3 will not trip a good LX and LE breaker.  Tripping is verified it it trips on any function or on primary injection or the use of the GF test button on the breaker.
