On the XCS machine safety interlocks do the the NC contacts open and the NO close when the key is engaged?

Yes, if there is no solenoid present, the the NC contacts will open and the NO contacts will close when the key is engaged. Howver, when there is a solenoid present, the logic for key lock will not allow all contacts to change state and permit a run condition, until the solenoid is in its run configuration, ie locked with power or locked without power. Using the tubular or Ronis key, or the mechanical release button (where any of these are present) will open the contacts and not allow the run permissive output.
