Can a Transformer change the incoming Alternating Current (AC) frequency, i.e. 60 to 50 Hz or vice versa?

Issue:
Transformers cannot change a source voltage frequency

Cause:
Transformers are passive devices.   They provide no active electrical or electronic frequency conversion method.   Whatever the frequency of a voltage that energizes a Transformer winding will energize the other Transformer windings at that same frequency

Resolution:
No. That cannot be done by any Transformer or other static device. That requires and active device, such as a frequency converter, VFD, AFD, or motor-generator set.
