Given: Homeline arc fault breaker, plugged into panel and turned on but no load, with white coiled neutral disconnected. Should there be voltage on the white coiled neutral wire?

There can be 120Vac on the white coiled wire. The electronic circuit board is powered by line voltage, so there is a path from line voltage to the white coiled wire. When the coiled wire is disconnected the circuit board looks like a 40k Ohm resistor. It will pass around 3mA.
