Does Word 402, code CMI, Bit 14 in the ATV58 Register go back to 0 when power is cycled on the unit after it had been previously set to 1?

Yes. As with the other control registers, the bits are set to default of 0 on power up if there is no command given by the controlling device.
The NTO will be set for Control with communication check on power up of the drive. This bit must be set high to disable communications check.
