Resolution:
NO. Ground Studs cannot be mounted in an HVL/cc section due to reduced clearances.

There is only one ground position on the HVL/cc switch. The switch must be installed in the Application B (inverted) position to get the ground switch on the lineside.

To ground the lineside of an HVL/cc, the switch itself does have to be rotated 180 degrees from normal, but it is then technically not an App A or an App B. If an App A to start with, the switch is still at the same height as an App A, but the loadside interlock is now at the top, so we have to bolt the load covers (at the bottom) closed. The opposite would be true if you started with an App B. 

It is not possible to ground both the line and load side with the same HVL/cc switch.
