Why does the ATS48 unit not start and it does not indicate that have a fault, have adequate control power on CL1 and CL2 as well as have closed 24v to the run terminal.

In order for the ATS48 to receive a run command and start it not only has to have 24v to run terminal, but it also has to have 24v to the stop terminal.  If the stop terminal does not have 24v the unit will not run.  When wiring the run control circuitry need to either jumper stop terminal to run terminal and then connect 24v to run when desire to start or either wire 24v directly to stop terminal along with directly to run terminal.

This is shown on page 6 of the dated 06/2002 user manual.
